Why do companies post project management jobs when it is simply answering phones?

I do a lot of scouring for jobs and opportunities better than the one I am in. Every project management job I find is basically "Hi how can I help you?". Seriously, it's 2011, project management has been adequately defined for over a decade. Sometimes I just want to tell the company to buy the Project Management Institute Body of Knowledge book. Well the search will just have to continue!
